Sister Lucy asked Jesus why He would not convert Russia without the Pope making the Consecration of Russia together with all the bishops. Jesus replied: "Because I want My whole Church to acknowledge that Consecration as a triumph of the Immaculate Heart of Mary."
Our Lady at Fatima said, "God wishes to establish in the world Devotion to My Immaculate Heart."

An Apology, an Explanation and a Plea
In this open letter to our bishops, we apologize to the bishops for not helping them enough in the past to understand the Fatima Message. We also explain why the Fatima Message is so urgent, why it is being opposed, and why their role in it is of the utmost importance. Finally, we ask them to obey Our Lady's request that they, with the Holy Father, collegially consecrate Russia to the Immaculate Heart of Mary.
